Engineering Updates – July 28, 2022

PLANNED WATER OUTAGES – SHELDON WOODS SECTION 3

At this time, the District is under construction for replacement of water lines, valves, fire hydrants and services within Section 3 of the Sheldon Woods Subdivision. Water outages will be required at certain times in order to connect the new water line system to the existing systems within Sections 2 and 4 of the Sheldon Woods Subdivision. A water outage notice will be distributed by the District’s Contractor 48-72 Hours prior to the outage occurring. The information will also be sent via the District’s email alerts. PROJECTS UNDER CONSTRUCTION

PY2021 CDBG Sheldon Woods Section 3 Water Line Improvements

The District in 2021 received another Community Development Block Grant (CDBG) through the Harris County Community Services Department (HCCSD) for water line improvements within Section 3 of the Sheldon Woods Subdivision (Gardentree Drive, Woodburn Drive, Folsom Drive). Project Design was completed in 2021 and the project is currently in construction. Construction is expected to be complete by October 2022.

Sheldon Woods Water Plant Generator

Due to the previous improvements constructed at the Sheldon Woods Water Plant in 2020, a new permanent stand-by natural gas generator was designed in 2021 to accommodate the larger facilities and to ensure that the water plant will remain operational during any unexpected loss of power. Construction is currently on-going and is expected to be complete by August 2022.

Rolling Hills Water Plant Hydro-Tank Replacement

Due to the age of the facility, the District completed design in 2021 for the replacement of the 15,000-gallon hydro-pneumatic pressure tank at the Rolling Hills Water Plant. The new tank is also being enlarged to 20,000-gallons due to the continued expansion of the adjacent Sheldon Ridge Subdivision. Construction will begin in August 2022 with expected completion in February 2023.

PROJECTS UNDER DESIGN

Rolling Hills Water Plant Ground Storage Tank Replacement

Due to the age of the facility, the District completed design in 2021 for the replacement of the 210,000-gallon bolted steel Ground Storage Tank (GST). The new welded steel GST will be the same capacity and will be built within the Sheldon Ridge Reserve parcel directly adjacent to the existing GST. The existing GST will be demolished upon completion of the new GST. Construction is expected to begin by the third quarter of 2022.

Sheldon Road and Highway 90 Water Line Improvements

This project is ‘Phase 2’ of the 12-inch Water Line Project and will continue the new 12-Inch Water Line along Sheldon Road south from Hall Shepperd Drive to the New Highway 90 feeder road and then along this feeder road where it will then turn north and tie into the Sheldon Woods Subdivision. This will create a looped water line system which will greatly improve the District’s reliability and minimize water service disruptions to the commercial customers on the south end of the District. The project has completed design and the District has successfully secured utility easements from several commercial property owners to loop this water line to Section 4 of the Sheldon Woods Subdivision. Construction is expected to begin by the third quarter of 2022..

Rolling Hills Wastewater Treatment Expansion

The existing Rolling Hills Wastewater Treatment Plant (WWTP) is a 0.22 MGD Package Plant which provides wastewater treatment services to the Rolling Hills and adjacent Out-of-District Sheldon Ridge Subdivisions. The Sheldon Ridge Subdivision is continuing to expand which has resulted in the need to expand the size of this WWTP to 0.35 MGD. The expansion will involve a new concrete treatment plant which is being designed to accommodate additional growth in the future. Design is currently at 60% and Construction is expected to begin by second quarter of 2023.

Transco & UTLX Water Line Extensions

The District successfully reached an agreement with Transco Railway Products, Inc. and UTLX Manufacturing, LLC in 2021 to extend water lines and provide water service to their facilities in exchange for annexation into the District Boundary. Design has just started and Construction is expected to begin by second quarter of 2023.

Utility Improvements to Harris County ESD #60 Fire Station #2

The District currently provides water and sewer service to the new Harris County Emergency Services District No. 60 Fire Station No. 2 Facility on Beaumont Highway east of Sheldon Road. The District is currently evaluating alternatives to improve utility service to this fire station.
